HDRP Skybox reflections are incorrect when Fog is used

How to reproduce:
1. Open the user's attached project
2. Open scene Assets/ReflectionFogBug/ReflectionFogBug
3. In the Game view, observe the reflections on the Plane

Expected result: the Plane shows a smooth reflection with no visual artifacts
Actual result: the Plane shows unnatural geometry in its reflection

Reproducible with: 12.1.2 (2021.2.7f1), 13.1.3 (2022.1.0b2)
Could not test with: 7.7.1 (2019.4.34f1) (project breaks after downgrading), 10.7.0 (2020.3.25f1) (Shader error in 'HLSL/Lit': Couldn't open include file 'Packages/com.unity.render-pipelines.high-definition/Runtime/RenderPipeline/ShaderPass/ShaderPassForwardEmissiveForDeferred.hlsl'. at line 942)
