[HDRP] Rotation value from "New Environment" doesn't update when the environment is rotated using a mouse
When an environment is rotated using a mouse, Rotation Value from "New Environment" doesn't update However when a value is typed into input field of Rotation, environment rotates accordingly, refer the attached video
Steps to repro:
1. Create a new project with HDRP Template
2. Upgrade High Definition RP Package to 7.2.1
3. Window > Render Pipeline > Look Dev
4. Select the "Environment" tab > New Library > Load Library
5. Add new empty environment (+)
6. Drag and drop "environment" into "Look Dev" panel
7. Rotate environment using a mouse
Actual Result:
Rotation value doesn't update when the environment is rotated using a mouse
Expected Result:
Rotation value from "New Environment" is updated when the environment is rotated using a mouse
Note: "Look Dev" window is introduced in Unity 2019.3.0a12
