HDRP Package to version 7.1.2 do not compile
How to Reproduce:
1. Create a new Unity HDRP Project
2. Open Package Manager and update High Definition RP package to 7.1.2
3. Observe the console
Expected result: no errors in the console
Reproduced in: 2020.1.0a13, 2019.3.0b9

Resolution Note:
This cannot be fixed as this is an issue in 7.1.2 that we cannot edit anymore.
There is an issue with 7.1.2. There is a missing meta file in the package and recent upgrade of Unity added a bigger fence so that package are now truly readonly. So 7.1.2 is not usable with last version of Unity 2019.3 as without the meta (previously automatically added) some code file cannot be imported.
You can still install it locally though by editing the package.json targeting a local repository of the git project at the 7.1.2 revision. This should allows unity to add the meta and works correctly.
New packages are currently being released if this is not a good workaround for you.
