HDRP Lights with fog (non-directional) has low FPS on MacOS in 2020.3
Steps to reproduce:
1. Download and open the project "HDRP_2020.zip"
2. Open Assets/Scenes/SampleScene.unity
3. Enter Play Mode
4. Notice the Stats in the top-right corner of the Game View
5. In the Hierarchy tab, click on "Sky and Fog Volume" GameObject
6. In the Inspector tab, disable Fog Component
Expected result: The FPS does not drastically decrease regardless of whether Fog Component is enabled or disabled
Actual result: The FPS increases drastically when the Fog Component is disabled
Reproducible with: 10.6.0 (2020.3.16f1)
Not reproducible with: 7.6.0 (2019.4.29f1), 11.0.0 (2021.1.17f1), 12.0.0 (2021.2.0b8, 2022.1.0a5)
