[HDRP] Inspector is constantly repainted when additional options for Shadows of any Light is enabled
Steps to reproduce:
1. Create a new HDRP project
2. Create a new Light (Right-click in Hierarchy > Light) and select it
3. In the Inspector, expand "Shadows" under the Light component
4. Click on the cog icon on the right side of the Shadows tab
Expected result: Inspector is not constantly repainted without any input
Actual result: Inspector is constantly repainted without any input
Reproduced in: HDRP preview-6.9.0 (2019.2.0b9), HDRP 7.1.8 (2019.3.6f1), HDRP 8.0.1 (2020.1.0b2)
Not reproducible in: HDRP preview- 6.7.1 (2019.2.0b8) and older
