[HDRP] Emissive decal doesn't show in terrain when the Decal Layer and Light Layer are enabled in the HDRP Asset
Steps to reproduce:
1. Open the attached project “DecalLayerBug“
2. Open the “Assets/IssueScene.unity“ Scene
3. Observe the terrain around the “Decal Projector“ GameObject in the Scene view
4. Select the “Assets/Settings/HDRP High Fidelity.asset“ Asset
5. Enable the Decal Layer
6. Observe the terrain around the “Decal Projector“ GameObject
Expected result: Nothing changes
Actual result: Emissive part of the decal is lost on the terrain
Reproducible with: 10.10.1 (2020.3.43f1), 12.1.9 (2021.3.17f1), 14.0.5 (2022.2.4f1), 15.0.0 (2023.1.0a6)
Not reproducible with: 15.0.3 (2023.1.0b1)
Fixed in: 15.0.0 (2023.1.0a8)
Reproducible on: Windows 10
Note: The issue does not reproduce when the Light Layer is disabled
