[HDRP] DLSS documentation issues and default value OptimalSettings
This fogbugz is to track a few we already discussed with Kleber:
- Documentation Is lacking a small step before Allow DLSS, to enable Dynamic Resolution
- Use Optimal settings value is off by default for DLSS, should be on
- The current DLSS docs explain how to enable DLSS, briefly explain how-to-use-it/how-it-works after enabling.
