[HDRP] Display Emissive Mesh option doesn't work when Enter Play Mode's Reload Scene option is disabled
How to reproduce:
1. Open the attached project named "Case_1265021"
2. Open the SampleScene
3. Enter Play mode and observe that an emissive mesh is rendered
4. Exit Play mode and go to Edit -> Project Settings -> Editor -> Enter Play Mode Options and disable "Relead Scene" option
5. Enter Play mode again and observe the Game view
Expected result: Emissive mesh is rendered as before
Actual result: Emissive mesh is not rendered
Reproducible with: 2019.3.7f1(7.3.1), 2019.4.5f1(7.4.1), 2020.1.0b6(8.1.0), 2020.1.0f1(8.2.0), 2020.2.0a19(9.0.0-preview.35, 10.0.0-preview.21)
Not reproducible with: 2019.3.7f1(7.2.1), 2020.1.0a1(7.2.1), 2020.1.0b5(8.0.1)
Could not test with: 2018.4.26f1(Enter Play Mode options were not yet available)
