[HDRP] "Convert All Built-in Materials to HDRP" button is active even though there are no Materials to upgrade
How to reproduce:
1. Create an empty HDRP project
2. Go to Window -> Rendering -> HDRP Wizard
3. Navigate to the "Project Migration Quick-links"
4. Observe the "Convert All Built-in Materials to HDRP"
Expected results: The button is inactive because there are no convertible Materials
Actual results: The button is active and only shows a warning without doing anything after that
Reproducible with: 2021.3.45f1, 2022.3.50f1, 6000.0.23f1
Reproducible on: macOS Sequoia 15.0 (M1)
Not reproducible on: No other environment tested
