HDRP and URP get installed when Terrain Samples Pack is imported
Reproduction steps:
1. Create a new project
2. Add the Terrain Samples Pack from the Asset Store
3. Click on the “Import” button of the Unity Terrain Samples Pack Asset in the Package Manager
4. Select the “Install/Upgrade” or “Skip” button in the warning popup window
5. Observe In Project packages of the Package Manager
Expected result: HDRP or URP package is not installed
Actual result: HDRP and URP packages are installed
Reproducible with: 2021.3.29f1, 2022.3.5f1, 2023.1.6f1, 2023.2.0b2
Reproduced on: macOS Ventura 13.3.1 (Intel), Windows 10 (by the reporter)
Notes:
- If pressing the “Install/Upgrade” button doesn’t reproduce the issue, press the “Skip” button instead
- Issue is also reproducible on 3D (URP) and 3D (HDRP) templates

Resolution Note:
Thank you for bringing this issue to our attention. We were not able to reproduce a crash when the asset installs HDRP in a URP project. It is also by design that the asset installs both SRPs as a dependency. A workaround for that issue is to remove/uninstall the unwanted SRP through the Package Manager. Please feel free to reopen the ticket if you believe the issue to be higher priority or the assessment is wrong. Thank you!
