[GPU PLM] Progressive lightmapper produces striped artifacts
Steps to reproduce:
1. Download Enter The Room project and open Sequence 3 scene (Assets > _Project > Scenes > ForScreenshots)
2. Navigate to the Lighting Settings window and make sure that Progressive GPU is set as a lightmapping backend
3. In the same window, set Lightmap Size to 2048
4. Generate the lighting
5. Observe the artifacts

- Reproduces both on 2018.3 and 2019.1
- Reproduced using NVIDIA GTX 1080
