[GPU PLM] Baked lightmaps are different when baking with and without view prioritization

Steps to repro:

1. Open the attached project and 'Spotlight_Tunnel_PLM' scene;
2. In the Lighting window select Prioritize view checkbox;
3. In the Lighting window press Generate Lighting button;
4. Wait until the lighting bakes and make a screenshot of the rendered scene after the baking is finished;
5. In the Lighting window clear baked GI data;
6. In the Lighting window untick Prioritize View checkbox;
7. In the Lighting window press Generate Lighting button;
8. Wait until the light baking is done and compare the rendering with the one achieved at step 4.

Expected result:
GPU PLM lightmap rendering is consistent with and without view prioritization.

Actual result:
GPU PLM lightmap rendering is different with and without view prioritization. See attached screenshots.

Notes:
- Reproducible in 2019.3.0a10, 2019.2.0b7;
- Could not test in the earlier versions, since of the package errors;
- Reproducible on Windows;
- Reproducible when baking with GPU Lightmapper; not reproducible when baking with CPU Lightmapper;
- Not reproducible in the simpler project in Legacy pipeline.

  1. Resolution Note:

    This case will be revisited once new decorrelation changes will make it in.
