[GPU instancing][Property block] setting UNITY_ACCESS_INSTANCED_PROP doesn't set all values on Intel Iris pro GPU
To reproduce:
1. Make sure that Intel Iris Pro GPU is the default GPU
2. Open users attached project "Case 499286 - GPU instancing doesn't work RESPONCE.zip"
3. Open "PropertyBlockTest.unity" scene
4. Enter play mode
Expected result: top row spheres have the same color as the bottom ones
Actual result: top row spheres only show in grayscale
Reproduced on:
2017.3.0p4 2018.1.5f1 2018.2.0b8 2018.3.0a2
Notes:
on 2017.2 and earlier version getting shader errors, couldn't test the issue
