[General] Video and audio stutters when playing video in highly CPU demanding Scene
Reproduction steps:
1. Open the attached project "ReproProj"
2. Open the “/Assets/SampleScene.unity” Scene
3. Enter the Play Mode
4. Observe the playing video and audio
Expected result: Video and audio plays smoothly without stuttering
Actual result: Video and audio stutters
Reproducible with: 2021.3.31f1, 2022.3.11f1, 2023.1.16f1, 2023.2.0b13, 2023.3.0a9

- In Android Player, the video freezes at the beginning, but the stuttering audio can still be heard

Appears to be fixed as of 2022.3.24f1. Was fixed somewhere between 2022.3.8 and 2022.3.24
