Gamepad's Stick Up/Down and Left/Right does not work in a WebGL Build
Reproduction steps:
1. Open the user's attached "Rhythm Game 168.zip" project
2. Go to File > Build And Run
3. Move the left controller stick up
Expected result: The leftmost button in the Scene blinks
Actual result: The leftmost button in the Scene does not blink
Reproducible with: 1.3.0 (2021.3.4f1, 2022.1.5f1, 2022.1.0a16)
Could not test with: 1.3.0 (2019.4.39f1, 2020.3.36f1) (Build fails)

Resolution Note:
Gameplay actions are not triggering due to shortcut conflict resolution against UI navigate action. Solution is likely to split them to different input action assets.
