[Xbox] UWP Player crashes when nativePlugins.txt file is empty
Reproduction steps:
1. Open the attached “Unreal Parkour Source.7z” project
2. Open the Build Settings (File > Build Settings…)
3. Make sure that the “Universal Windows Platform” platform is selected
4. Build
5. Launch the Player in Xbox devkit
6. Observe the contents of the generated nativePlugins.txt file (build\bin\x64\Release\AppX\Data\nativePlugins.txt)
Expected result: nativePlugins.txt file is not empty
Actual result: nativePlugins.txt file is empty
Reproducible with: 2022.3.14f1, 2023.2.1f1, 2023.3.0a15
