Repro steps:
Open the attached OutdoorScene scene and move the mouse up/down to see it happening. Alternatively, you can click the Top, Middle, or Bottom rig buttons on the CinemachineFreeLook component to repro. If you set Damping=0 on CinemachineCollider this no longer occurs.
Notes:
Damping causes the problem!
