FPS drops when a second Camera is enabled with Output Texture Rendering
Reproduction steps:
1. Open the attached "repro_IN-33701.zip" project
2. Open "SampleScene"
3. Enter Play Mode and make sure that the output resolution is 3840x2160
4. Observe "FPS Count" GameObject in the top right corner of the Scene
Expected result: Frame count does not go down as low as 10FPS or less
Actual result: Frame count goes down as low as 10FPS or less
Reproduced with: 2022.2.0b1, 2022.2.11f1, 2023.1.0b8, 2023.2.0a6
Not reproduced with: 2020.3.46f1, 2021.3.20f1, 2022.2.0a19
Reproduced on: Windows 10
Note: Not reproducible without URP

There's not enough information to process this bug. We would need to have more insight demonstrating that this is an actual performance problem in URP package as opposed to something expected caused by increased GPU workflow from enabling a 4K camera.
