Forward+ light culling mask setting is disabled, but actually it is useful for controlling camera light culling

Light culling mask should not be disabled and probably improve the tooltips / warning messages to say it won't work for Forward+ to control light affects objects but can control camera light culling etc.
Reproducible with versions: 2022.3.21f1
