FilterValidIPAddresses() IP validation method is called when hosting services are not needed
Reproduction steps:
1. Open the user's attached project
2. Open Packages\\Addressables\\Editor\\HostingServices\\HostingServiceManager.cs script in Visual Studio
3. Set a breakpoint on the FilterValidIPAddresses() method
4. Attach Visual Studio debugger to Unity: Click "Attach To Unity"
5. Enter the play mode in Unity editor
Expected result: Breakpoint doesn't trigger, since Addressables are running in Fast Mode
Actual result: Breakpoint is triggered
Reproducible with: 1.17.15, 1.19.4 (2019.4.29f1, 2020.3.19f1), 1.18.15, 1.19.4 (2021.1.21f1, 2021.2.0b12, 2022.1.0a4)
Not reproducible with: 1.18.15, 1.19.4 (2022.1.0a5, 2022.1.0a10)
Couldn't test with: 1.17.13 (FilterValidIPAddresses() method does not exist)
