"Failed to load window layout" error window is shown when trying to open projects and specific regional format is chosen
Steps to reproduce:
1. Open Control Panel -> Region
2. Change Format to Turkish (Turkey)
3. Create a new project or open an existing one
Expected result: Project is opened
Actual result: "Failed to load window layout" error window is shown and only "Quit" button works
Reproducible with: 2019.3.0b2, 2019.3.0b6, 2020.1.0a2, 2020.1.0a8
Not reproducible with: 2017.4.33f1, 2018.4.10f1, 2019.2.9f1, 2019.3.0b1, 2020.1.0a1
Workaround: Change your operating system "Region & Language" settings to English (United States)
Notes:
- The bug is also reproducible with formats: Turkish (Cyprus), Azerbaijani (Latin, Azerbaijan), Azerbaijani (Cyrillic, Azerbaijan)
- "Revert Factory Settings" and "Load Default Layout" buttons just go back to the same "Failed to load window layout" error window

Latest issues
- Prefab override popup is cropped/positioned incorrectly when more than one display is used and a higher display Scale is set
- Opening a dropdown on a small screen results in its instant closing when mouse cursor is pressed where the dropdown is going to be opened

Didn't work for mine. I am running it on linux, but i don't think that was the issue. Fixed it as follows:
1: Close project
2: Go to <Project Directory>/UserSettings/Layouts
3: Delete all .dwlt files
5: Open project
6: Drink the Coffee

The best, easiest and the least inconvenient solution I found is as follows:
1) Go to C:\Users\<username>\AppData\Roaming\Unity\Editor-5.x\Preferences\Layouts\default
!!! To be able to see the "AppData" folder you need to enable showing hidden files in Windows !!!
2) Copy the file Default.wlt (or any of the others, really)
3) Go to <Your Project Folder>\Library
4) Delete file CurrentLayout-default.dwlt
4) Paste the file Default.wlt and change it's name to CurrentLayout-default.dwlt
!!! NOTICE THE CHANGE OF EXTENSION!!!
TL;DR - Copy the file Default.WLT to your project's Library folder and change it's name to CurrentLayout-default.DWLT

2019 worked fine. Had to upgrade for an asset. Used Unity hub to upgrade to 2020 and get this error every single time with everything old or new.
