Empty Asset packages list when creating a new project
How to reproduce:
1. Open Unity
2. Click on New project
3. Select Add Asset Package
Expected result: Window with Standart Asset packages should appear and user should be able to select it
Actual result: A blank Asset packages window opened
Regression first introduced in: 5.6.0b10
Reproducible with: 5.6.0b10, 5.6.0b11, 5.6.0p2, 5.6.3p3, 2017.1.0a2, 2017.1.0a6, 2017.1.1f1, 2017.2.0b11, 2017.3.0a7
Not reproducible with: 5.4.5p5, 5.5.4p4, 5.6.0b6, 5.6.0b9
Note: Standart Assets should be installed

I have the same issue on the 2018.3

I have this same issue on Unity 2017.3.0 on the Mac ... even after separately installing the Standard Asset package installed from the Unity website. I can install the packages from the Asset->Import Package menu within the editor but the "Add Asset Package" button in the New Project dialog comes up as empty as described above.
