EditorWindow.GetWindowWithRect position is wrong when Rect coordinates x and y are 0
To reproduce:
1. Open the user’s project
2. Open the Bug window (Bug → Open)
Expected result: The window is full screen
Actual result: The window opened by GetWindowWithRect is not exactly in the top left of the screen
Reproducible with: 2020.3.39f1, 2021.3.9f1, 2022.1.16f1, 2022.2.0b8, 2023.1.0a10
Reproduced on: Windows 10
Not reproduced on: macOS Monterey 12.5.1 (Intel)
