EditorGUILayout.Popup does not display remaining folders when a folder has too many elements
Reproduction steps:
1. Open the attached project "case_1220958-PopUpBug.zip"
2. In the Project window under "Assets/Scenes" open "SampleScene.unity"
3. In the Hierarchy window select the "GameObject" GameObject
4. In the Inspector window under the "EnumPopUp" component select the "Big list bugged" dropdown menu
Expected result: remaining folders are displayed
Actual result: the remaining folders are not displayed if there are too many elements
Reproduces on: 2017.37f1, 2018.4.17f1, 2019.3.2f1, 2020.1.0a24
Notes:
-When filling an array with slashes EditorGUILayout.Popup displays the list as expected
