EditorGUI.PropertyField does not tint the labels when the Personal theme is set for the Editor
To reproduce:
1. Open attached project
2. In Hierarchy window select GameObject
3. Check inspector window with Personal theme and Professional theme
Actual result: In a personal theme, labels are black
Expected result: In both themes labels and fields should be red
Reproduced with: 2017.4.35f1; 2018.4.15f1; 2019.2.17f1; 2020.1.0a18

Resolution Note (2020.1.X):
While drawing the content the GUI.color is multiplied with text color and the resulting color is used to draw the text. For pro theme the text color is white(RGB value 1) and the product will result in GUI.color however for standard theme the text color is black(RGB value 0) and the product always returns the black color(color * 0 is always 0).
As a workaround the user can use the following code to result in his desired behavior
Color oldColor = EditorStyles.label.normal.textColor;
EditorStyles.label.normal.textColor = Color.white;
GUI.color = Color.red;
EditorGUI.PropertyField(position, property);
EditorStyles.label.normal.textColor = oldColor;
