Editor crashes at GfxDeviceD3D12::BuildTopLevelAccelerationStructure after setting Global Illumination bounces to higher than 1

Steps to reproduce:
1. Create new HDRP project and enable DXR
2. Add Global Illumination Volume (or download 1199093_repro.zip)
3. Change Global Illumination Bounce parameter to 2

Results: Editor crashes after changing Global Illumination Bounce parameter

Reproduced with: 2020.1.0a14 (7.1.1, 7.1.5), 2019.3.0b12 (7.1.1)

    Originally occurred running 2019.3b12 with HDRP 7.1.5.
    Occurring still now running 2019.3.0f1.

    Windows 10 1909, i9-9900k, 32gb ram, RTX 2080
