[ECS] [Win7] Performance drops when model is converted to Entity in Scene

How to reproduce:
1. Open "SampleScene" Scene in the attached "case_1162678.zip" Unity project
2. Enter Play Mode
3. Use arrow keys to move the "moveable" GameObject
4. Observe the Game view

Expected result: the "moveable" GameObject moves without stutter
Actual result: the "moveable" GameObject movement stutters if Entities are present in the Scene

Reproducible with: 2019.1.9f1 (package ver. 0.0.12-preview.32), 2019.2.0b9 (package ver. 0.0.12-preview.32), 2019.3.0a7 (package ver. 0.0.12-preview.32)

Note: reproducible on build and Play Mode. Not reproducible on Unity versions 2017.4, 2018.3 and 2018.4 due to errors. Reproducible on Windows 7 (no change in performance on Windows 10). Could not test on 2019.3.0a8 and 2019.3.0a9 due to crashing on launch.

  1. Resolution Note:

    SRP Batcher must use a slow path for Windows 7, since DX 11.0 doesn't support offset constant buffer bindings. The Hybrid Renderer (V1) is pushing a lot of data though SRP Batcher constant buffers triggering this performance drop. Hybrid Renderer V2 has a different data model, and suffers significantly less from this performance issue.
