[DX12] Switching API from DX11 to DX12 cause crash
Steps:
1. Open repro project
2. Open Main scene, hit Play, then Stop
3. Go to Player settings, remove DX12 from the Windows API list
(Wait for recompile)
4. Add back DX12 again
(Wait for recompile)
5. Move the DX12 API to top so that the Editor will use DX12
6. Crash
