DLL and Render Pipeline reload execution order is incorrect when loading RenderDoc
How to reproduce:
1. Open the attached “IN-101036.zip” project
2. Click on the three dots on the top right of the Scene Window
3. Select Load RenderDoc
4. Observe the Console Window
Expected result: {{TestRenderPipeline : Dispose}} is called before {{ShutdownPlugin}}
Actual result: {{TestRenderPipeline : Dispose}} is called after {{ShutdownPlugin}}
Reproducible in: 6000.0.50f1, 6000.1.5f1, 6000.2.0b4
Could not test with: 2022.3.63f1 (Compilation errors due to changed API)
Reproducible on: Windows 11
Not reproducible on: No other environments tested

Resolution Note:
Native plugin API works at a different level than the pipeline creation.
Pipeline creation happens on the first render from any camera ( scene, game view or even previews ).
This is something that we want to tackle in the near future. For now if you really need control over the lifetime synchronization with the plugin and the pipeline, consider calling your initialize and shutdown code from the pipeline creation/dispose.
