Directional light shadows break the culling of non-visible objects
Steps to reproduce:
1. Download and import attached project.
2. Press play.
3. Make sure you see stats window, pay attention to visible skinned meshes.
4. With arrow keys, move left until you don't see any meshes on the screen.
5. Notice how number of visible skinned meshes change when at least one of them appear on the scene.
Expected result: Visible skinned meshes not be rendered when they are far away form scene.
Actual result: When directional light is on and throw shadows, stats window shows that all skinned meshes are visible, no matter how away from camera they are.
Reproduced on: 5.5.0a3, 5.4.0b23, 5.3.5p5
