RectTransform.sizeDelta is not changed when only a large number's ones digit is changed
How to reproduce:
1. Open user's attached project
2. Open "SampleScene" Scene
3. Enter Play Mode
Expected result: deltaSize.x is changed to 1499850 from 1499851
Actual result: deltaSize.x stays the same 1499851
Reproducible with: 2017.4.40f1, 2018.4.22f1, 2019.3.12f1, 2020.1.0b7, 2020.2.0a9
Note: If all of the digits are the same (for example 8888888) then it doesn't matter what is the ones digit, it will keep the first assigned number (even if the newly assigned number is 8888880). If the digits are different then it will not assign a new number if ones digit is only higher or lower by 1 than the previously assigned number.

Resolution Note (2020.2.X):
the code is not setting the new value and its do to the unit of least precision not meeting a predefined threshold for comparing two floats. We could change this threshold but it would just push the issue back to when the value is larger.
