Default enum shader keyword is not respected when in Player
Reproduction steps:
1. Open the “TestEnumKeyword“ project
2. Open the “OutdoorsScene“ scene
3. Build And Run
4. Observe the bottom sphere
Expected result: the sphere is red
Actual result: the sphere is blue
Reproduced in: 2022.2.7f1, 2023.1.0b3, 2023.2.0a2
Could not test in: 2020.3.45f1, 2021.3.18f1 (build failed)
Reproduced using: macOS 13.0.1 (Intel), Windows 10 (by reporter)
Note: not reproduced in Play Mode
