Decimal separator '.' is ignored when loading float value from xml file and system language is set to German
How to reproduce:
1. Set System Language to German
2. Open attached Unity project "1125902_bug"
3. Load "SampleScene" scene
4. Enter the Play mode
5. Select GameObject
6. Look at "A Float Value" in the Test component
Expected result: Float value is set to 75.5.
Actual result: Float value is set to 755, when float value in xml is 75.5.
Regression introduced in: 2018.3.0a5.
Reproduced with: 2019.2.0a10, 2019.1.0b9, 2018.3.11f1.
Not reproduced with: 2018.2.21f1, 2017.4.24f1.
Notes:
This issue is not reproducible on iOS.
When System Language is set to another language with ',' separator (For example, Lithuanian), an error pops up when loading value with "." separator. Also, "," separator is changed to ".".

Resolution Note:
If you want to parse a number and use a decimal points '.' regardless of the system, application, or thread locale you need to specify to use the InvariantCulture:
float.Parse(numberString, CultureInfo.InvariantCulture);
