[Culling] Shadows not culled properly if the effect is visible in either the Scene or Game View
If a shadow-casting VFX is not visible in the game view, but it is visible in the scene view, it will still cast shadows in the game view despite the fact that its particles are culled. The opposite is also true if the effect is visible in the game view, but not in the scene view.
Repro steps:
1. Import the attached package and open the ReproScene
2. Have the game and scene view both open and ensure both can see the VFX origin
3. Move the camera so it doesn't see the VFX origin, but make sure it is still visible in the scene view
4. Observe how the particles disappear in the game view (expected), but their shadows remain (unexpected).
Expected result: shadows to be culled in either the game or the scene view if their system's bounds is not within the view frustrum of the camera.
