CSharp Assembly and .sln files are not generated when creating Unity project
To reproduce:
1. Create a new Unity project and a new c# script
2. Check project's root folder
Expected: CSharp Assembly and .sln files are generated on project creation or if they are not present in the project
Actual: CSharp Assembly and .sln files are not generated
Reproduced in: 2018.1.0a7, 2018.1.7f1, 2018.2.0b11
Not reproduced in: 2017.2.3p2, 2017.4.6f1 ,2018.1.0a6
