Crash D3D12DescriptorHeapManager::AllocateNewResourceInternal when rendering a specific scene
Reproduction steps:
1. Open the attached project “CrashRepro"
2. Move around in the Scene view
3. If it does not crash switch between the Game view and Scene view tabs a few times
Expected result: Does not crash
Actual result: Editor crashes
Reproducible with: 2021.3.42f1, 2022.3.44f1, 6000.0.17f1
Reproducible on: Windows 11
Not reproducible on: No other environment tested
