Color Picker and undocked Editor windows open on a different monitor than the Editor is located in when using multiple displays
How to reproduce:
1. Create a new project
2. In the Hierarchy select the "Main Camera" GameObject
3. In the Inspector press on the "Camera" Component's "Background Color" item to open the "Color Picker" window
4. If the "Color Picker" opens up on the same display as the Editor move the Editor to the other display and repeat step 3
Expected result: The "Color Picker" window opens on the same display as the Editor
Actual result: The "Color Picker" window opens on a different display than the Editor
Reproducible with: 2018.4.25f1, 2019.4.4f1, 2020.1.0b16, 2020.2.0a18
Notes:
1. Tested on Windows 10 and Ubuntu 18.04
2. On Windows 10 using Unity 2020.2.0a18 the "Color Picker" window opens up near the mouse pointer every time, but other windows like the "Package Manager" or "Lighting Settings" still open on the wrong display

Resolution Note (2020.2.X):
We believe that the Color Picker behavior has been fixed in a multi-monitor situation. There may be additional issues with other windows in multi-monitor that we plan on addressing in a future update.
