Skinned Mesh Renderer Component fails to handle Object Transform correctly
How to reproduce:
1. Open user-supplied project
2. Select "Plane" GameObject
3. Rotate GameObject
4. Observe Game and Scene Windows
Expected result: Skinned Mesh Renderer handles GameObject Transform correctly
Actual result: Bounds of Skinned Mesh Renderer remain at the origin state (not scaling with the GameObject) causing the Mesh Renderer to disappear when the center of bounds is not in the view of the Camera
Reproduced in: 2018.4.1f1, 2019.1.5f1, 2019.2.0b4, 2019.3.0a4
