Child object visibility is reset when it's parent's visibility is toggled off and on
How to reproduce:
1. Open the attached 'project-1224590.zip' project
2. In the Hierarchy window expand 'GameObject'
3. Toggle off the visibility of 'Child B'
4. Toggle off the visibility of 'GameObject'
5. Toggle on the visibility of 'GameObject'
Expected result: 'Child B' visibility is still toggled off
Actual result: 'Child B' visibility is toggled on
Reproducible with: 2019.3.4f1, 2020.1.0a26, 2020.2.0a1
Could not test with: 2017.4.37f1, 2018.4.18f1 (scene visibility toggle not available)

Resolution Note:
This is the current default behavior which respect the principle of a parent controlling its children. To perform this particular action, we can use the shortcut Alt+Click on the visibility icon which will only affect the target object. It's also part of the doc:

Toggling visibility for an object and its children affects all child objects, from the “target” object all the way down to the bottom of the hierarchy.
- Alt + Click a GameObject’s visibility icon in the Hierarchy window to toggle between hiding and showing the GameObject only.
