Changes applied to prefabs during runtime are saved, InvalidOperationException error is still thrown
1. Download and open the attached project
2. Open the scene "BugScene"
2. Enter Play mode
3. Change any properties of the cube in the scene
4. Press apply
Expected result: changes are not saved, user is informed that this is not allowed
Actual result: changes are saved, error is thrown
Reproduced on 5.4.4p1, 5.5.1p1, 5.6.0b5
5.3.7p2 disables the prefab save bar during runtime
