Catalog lookup does not fallback to local on timeout
Steps to reproduce:
- A forum user reported that if fetching the hash for a catalog times out it does not fallback to the local or cached versions and instead just fails to load Addressables.
Actual results:
Addressables Init just fails.
Expected results:
It falls back to local or cached and continues.
