Can't change shadow cascade split ratios
Steps to reproduce a bug:
1. Open the attached project;
2. Go to the Edit->Project Settings->Quality;
3. In the Inspector, observe that you are not able to change the Cascade splits(Shadows->Cascade splits) by moving their borders to sides.
Expected result: The user is able to change the Cascade splits in the Quality settings.
Actual result: The user is not able to change this option.
Reproduced with: 5.5.0b8, 5.5.0b5,
Not reproduced with: 5.4.2f1, 5.4.1f1, 5.3.6p6.
