Cache invalidation during Build time when the Graphics APIs list is reordered
Reproduction steps:
1. Open the attached “IN-127517” project
2. Build the Android Player 3 times in a row without changing anything
3. Note the build time from the Console
4. In Project Settings → Player -> Other Settings -> Graphics APIs, switch the order of items in Graphics API list
5. Build the Android Player
6. Note the build time from the Console again
7. Compare the build time in step 6 and step 3
Actual result: The build time increases dramatically (In the test project, the increase is 7-9 or 30-34 seconds, in production - up to several hours)
Expected result: The build time does not increase
Reproducible with: 2022.3.70f1, 6000.0.63f1, 6000.3.1f1, 6000.4.0b1, 6000.5.0a3
Reproducible environments: Windows 11, macOS 26.1
Not reproducible environments: No other environments tested

The build system for player builds is not presently incremental. Any changes result in effectively a cold build - we have plans to revisit this in the future!
