"Branch Group" tools have missing tooltips

1. Open the attached "SpeedTreeET"
2. Open the "s" Scene
3. In the Hierarchy, select the "Tree" GameObject
4. In the Inspector, select the "Branch Group"
5. Hover on the tools and observe the results
Expected results: Each tool has a tooltip explaining the function of the tool
Actual results: All tools have missing tooltips
Reproducible with: 2021.3.44f1, 2022.3.38f1, 6000.0.21f1
Reproducible on: Windows 11 Pro
Not reproducible on: No other environment tested
