[Bolt] The Lock mode button's position is not convenient
Steps to Reproduce:
1. Open the user's attached project "VisualScripting.zip"
2. In the Project window open Assets/Scenes/SampleScene
3. Select the "State Graph" asset and in the Inspector window select "Edit Graph"
Expected result: The Lock mode button is next to the three dots in the top-right of the State Graph window
Actual result: The Lock mode button is next to the Graph Inspector and Blackboard buttons
Reproducible with: 1.4.13 (2018.4.30, 2019.4.17f1, 2020.1.17f1, 2020.2.1f1), 1.5.1 (2021.1.0b1)
