Baked lightmaps are never removed after baking
Reproduction steps:
1. Open "MinimalRepro" project
2. Select the "Lighting" tab -> "Baked Lightmaps"
3. Enter Play mode
4. Press "Space" four times and hover over the "Lighting" tab to refresh it
5. Notice that lightmaps are baked for every scene added
6. Press "Space" four times and hover over the "Lighting" tab to refresh it
Expected Result: When removing a scene, it's baked lightmaps are unloaded
Actual Result: Baked lightmaps are never removed after baking
Reproduced with: 2019.1.0a12, 2018.3.1f1, 2017.4.17f1, 2020.1.0a23
