[asmdef] Missing assembly reference compilation errors when building with asmdef files present in the project
Steps to reproduce:
1. Open user attached project
2. Remove the asmdef file
3. Build the game
4. Notice that the game is built successfully
5. Add an assembly definition file to the assets folder
6. Build the game
- Build fails at this point
Expected result: asmdef files should not cause missing assembly reference errors when building
Reproduced in: 2018.3.0a2, 2018.2.0b8, 2018.1.5f1, 2017.4.5f1, 2017.3.0b1

Resolution Note:
This particular case has been investigated thoroughly and we have decided, in the interests of protecting the stability and features of Unity for users that rely upon the affected versions, to not address this fix for the time being. We understand that this will cause problems for some users, and so may address in a future version.
