Applying a prefab with UI elements adjusts the UI object position
To reproduce:
1. Open attached Unity project "PrefabUIBug.zip"
2. Open "RandomEvents" scene
3. In the Hierarchy, navigate to InGameUIRandomEventsRoot --> RandomEventManager --> Canvas --> InGameUIRandomEventsWindow --> WindowPanel --> TestBugPrefab
4. Apply "TestBugPrefab" prefab
Result: TestBugPrefab --> HeaderPanel --> TitleContainer --> Image's (circle image with 2 die) position gets adjusted to the same place each time the prefab is applied (see attached gif "apply.gif")
Note: if the Image object is above MaskImage in the hierarchy, the bug does not reproduce (see attached gif "applynobug.gif")
Note: The bug is reproducible even with all of the components in MaskImage and its child object disabled

Just a note here, this is no longer an issue with 2017.3.0f3
