API Updater does not run when using Incremental Compiler
To reproduce:
1. Open attached project
2. When prompted to update an API, press No Thanks
3. After the project is opened press Assets > Run API Updater...
4. Observe the console
Expected result: Scripting API is updated without any errors
Actual result: Getting Internal error: Recursion detected while updating scripts (assembly name: Assembly-CSharp.dll) errors

2018.1.7f1 2018.2.0b11
Notes:
On 2018.3.0a3 no API updater prompt, can't press Run API Updater...
On 2017.4.6f1 and earlier getting Feature `declaration expression' cannot be used because it is not part of the C# 6.0 language specification error, can't press Run API Updater... button.
This error happens due to the use of the new incremental compiler which does not run the updater at all.
We'll investigate how to fix this.

This keeps happening to me when trying to use 2018.2 as well. So far it has been any variation of 2018.2. I have not had an issue with any variations of 2018.1.
