Animator Window, Layers list get's a scrollbar even when there's sufficient space to increase the size of the bar itself
To reproduce the issue:
1. Open any project
2. Open Animator window (for any animator controller)
3. Make sure there's at least two layers in the Animator (create one if needed)
4. Unfold the layers
Expected result: If there's space, the Layer window should increase in size
Actual result: It increases a little bit, and receives a scrollbar
